How to handle the many-year-abandoned convention center in Thanh Hoa

Thanh Hoa- Faced with the fact that Ham Rong Conference Center has been abandoned for many years, local authorities and functional sectors are proposing solutions.

Ngày 1.2, thông tin từ UBND tỉnh Thanh Hóa cho biết, Phó Chủ tịch Thường trực UBND tỉnh Mai Xuân Liêm vừa có văn bản chỉ đạo các sở, ngành, Trung tâm Phát triển quỹ đất tỉnh và UBND phường Hàm Rồng về phương án quản lý, sử dụng, khai thácTrung tâm Hội nghị Hàm Rồng.

Theo đó, UBND tỉnh Thanh Hóa giao Sở Tài chính chủ trì, phối hợp với Sở Xây dựng, Sở Nông nghiệp và Môi trường, UBND phường Hàm Rồng và các đơn vị liên quan thực hiện đầy đủ trình tự, thủ tục; báo cáo cấp có thẩm quyền xem xét, quyết định thu hồi và giao tài sản công là cơ sở nhà, đất của Trung tâm Hội nghị Hàm Rồng cho Trung tâm Phát triển quỹ đất tỉnh Thanh Hóa quản lý, khai thác, bảo đảm đúng quy định. Đồng thời, báo cáo Chủ tịch UBND tỉnh trước ngày 26.2.2026.

Regarding the management and exploitation plan of Ham Rong Conference Center, after being assigned management, Thanh Hoa Provincial Land Fund Development Center is responsible for researching, building and proposing specific and effective management and exploitation plans (including researching plans to call for and attract investment to build a nursing home according to the proposal of the Department of Construction and Ham Rong Ward People’s Committee), ensuring the project’s objectives and promoting investment efficiency. The results must be reported to the Chairman of the Provincial People’s Committee before March 15, 2026.

Trước đó, UBND tỉnh Thanh Hóa nhận được văn bản đề xuất của UBND phường Hàm Rồng về phương án quản lý, sử dụng, khai thác Trung tâm Hội nghị Hàm Rồng. Theo đề xuất, UBND phường Hàm Rồng xin chủ trương thay đổi công năng công trình này thành Trung tâm dưỡng lão bán trú dành cho người cao tuổi.

In the document, Ham Rong Ward People’s Committee clearly stated that the central area has a total area of more than 35,000 m2, including 7 buildings with 48 offices, many halls and an ecological guesthouse area. Due to not being exploited for a long time, many items have deteriorated and been seriously damaged.

Trước tình trạng trên, phường Hàm Rồng đã phối hợp với các sở, ngành tìm kiếm đơn vị tiếp nhận, khai thác. Tuy nhiên, đến nay vẫn chưa có cơ quan, tổ chức nào đề xuất phương án sử dụng hiệu quả, đúng mục tiêu đầu tư ban đầu. Vì vậy, để tránh lãng phí, địa phương đề xuất kêu gọi đầu tư theo hướng chuyển đổi công năng thành Trung tâm dưỡng lão.

Trước đó, Báo Lao Động đã có nhiều bài phản ánh việc Trung tâm Hội nghị Hàm Rồng dù được đầu tư với số vốn hơn 160 tỉ đồng nhưng nhiều năm qua bị bỏ hoang, cơ sở vật chất xuống cấp nghiêm trọng.

Trung tâm Hội nghị Hàm Rồng được khởi công tháng 12.2012, đưa vào sử dụng tháng 11.2014. Dự án sau nhiều lần điều chỉnh có tổng mức đầu tư hơn 160 tỉ đồng, sử dụng nguồn vốn vay ưu đãi nước ngoài và khoảng 10% vốn đối ứng trong nước.

Đến năm 2015, trung tâm được trưng dụng làm nơi làm việc tạm thời của Thành ủy và UBND TP Thanh Hóa (cũ). Năm 2019, sau khi trụ sở làm việc mới của hai đơn vị này hoàn thành, các đơn vị đã chuyển đi, khiến Trung tâm Hội nghị Hàm Rồng ngừng hoạt động.

By May 2022, in order to avoid wasting land and assets, the Thanh Hoa Provincial Party Committee had a plan to arrange 5 provincial-level units to work at Ham Rong Conference Center. However, after that, no agency or unit took over, and the project continued to be abandoned until now.
